It works pretty much however you want it to.....if you just wanna chat then there is always someone in emo chat, I've noticed quite a few seem to come and go but there's a few regulars that are there often, or you can browse members, whoever was last online, or people closer to your area, your choice. The forums are a good place to start too, there's always a recent topic, or even a post that loads of people are involved in.....just explore and see where it takes you :) try getting involved in the group chats if your looking for friends, anyone chats to anyone in there :) you do get the occasional ignorant person, but rarely on here, 99% of us are friendly :)
